El Banco de Desarrollo del África Occidental (BOAD) es la institución financiera de desarrollo común de los países miembros de la Unión Monetaria del África Occidental (UMA). Un productor-director, Ousmane IIbo Mahamane, lanzó en 1994 un espacio de encuentro entre profesionales, llamado "Rencontres du cinéma africain de Niamey" (RECAN), con el fin, entre otras cosas, de contribuir a sacar el cine de los caminos trillados. RECAN tiene como objetivo crear las condiciones polifacéticas para el desarrollo del cine en Níger. Ni festival ni concurso, la RECAN es una manifestación bienal cuyos objetivos específicos son introducir a todos los actores de la cadena cinematográfica en las formas del cine joven, hacer descubrir al público los aspectos estéticos, históricos, técnicos y económicos del cine; formar, informar y sensibilizar a la población, en particular a los jóvenes, a través de temas específicos de cada edición.
