Ni festival ni concurso, la RECAN es una manifestación bienal cuyos objetivos específicos son introducir a todos los actores de la cadena cinematográfica en las formas del cine joven, hacer descubrir al público los aspectos estéticos, históricos, técnicos y económicos del cine; formar, informar y sensibilizar a la población, en particular a los jóvenes, a través de temas específicos de cada edición.
