Conferencia: El Sahel y la Unión Europea. Situación actual en la región.
This talk is being organised by Casa África, will take place at its headquarters on Friday 8 April 2016 at 9:30am and is being led by Ángel Losada, European Union Representative for the Sahel. Mr Losada, an expert on the region, will tell us about the relationship between the Sahel and the European Union, analysing the current situation in the region and the involvement of the EU and its Member States, in addition to explaining his role as EU Special Representative for the Sahel.
This talk is being held as part of the official visit of the EU Special Representative for the Sahel to Gran Canaria on 7 and 8 April. Ángel Losada will be accompanied by Jorge Ávila, the Political Advisor to the EU Special Representative for the Sahel, and both have a busy schedule of meetings.
They are scheduled to meet with the President of the Government of the Canary Islands, Fernando Clavijo, who will be accompanied by the Minister of the Economy, Industry, Trade and Knowledge, Pedro Ortega. Given the importance the Sahel region now has for national security, the delegation will also hold a focused meeting on this subject with the delegate of the Government of the Canary Islands, Enrique Hernández, and leading figures from the military and from state security forces and bodies.
During their visit to Casa África, and before the conference, Losada and Ávila will hold a working meeting with the Director General of Casa África, Luis Padrón. At this meeting they will discuss, among other things, the possibility of holding a high-level meeting on youth at the organisation’s headquarters in line with the priorities set out by the EU’s regional action plan for the Sahel.
Other authorities with whom the delegation is scheduled to meet are: the President of the Parliament of the Canary Islands, Carolina Darias; the President of the Cabildo de Gran Canaria, Antonio Morales; the Mayor of Las Palmas de Gran Canaria, Augusto Hidalgo; the Deputy Minister of the Economy and EU Economic Affairs, Ildefonso Socorro; the Rector of the University of Las Palmas, José Regidor; the Director General of Economic Relations with Africa, Pablo Martín-Carbajal; the Director General of Media and Public Diplomacy of the Ministry of Foreign Affairs and Cooperation, Tomás Poveda; and the Director General for the Maghreb, Africa, the Mediterranean and Middle East, Manuel Gómez-Acebo. In addition, they will end their stay on the island by learning about the facilities of the Port of Las Palmas on a visit organised by the Foundation of Ports and the Port Authority. They will learn first-hand about facilities such as those of the UNHRD, the World Food Programme and the Red Cross logistics centre.
Ángel Losada, a Spanish diplomat, was appointed European Union (EU) High Representative for the Sahel in November 2015. Born in 1953 in Bern (Switzerland), Losada holds a degree in law and has worked in the Spanish diplomatic missions in Ethiopia, Chile and the Permanent Representation of Spain to the United Nations in Geneva. He has been Deputy Director General of International Technical Organisations, adviser in the Permanent Representation of Spain to NATO and deputy head of the Spanish Embassy in Cuba.
In August 2004, he was appointed ambassador on special mission in the Command Structure of the ISAF and was later advisory member in the Office of the Secretary of State for International Cooperation. Between 2006 and 2011 he was ambassador to Nigeria, between 2011 and 2014 he headed the embassy in Kuwait and for the past year he has been ambassador on special mission for the Sahel in the Department of Foreign Affairs.
